Yesterday, Armenia's National Assembly failed to elect a prime minister. Following the Special Session, opposition leader MP Nikol Pashinyan called for a national strike starting Wednesday to paralyze roads, railroads, airports, schools and public services.
Spox: Chairman of the Joint Chiefs of Staff Gen. Joseph F. Dunford, Jr., met with the Chief of Hellenic National Defense General Staff Adm. Evangelos Apostolakis at the Pentagon, discussed mutual items of interest, including security environment in the Mediterranean and Syria
Davis - basically says the EU should be confident the UK will not lower their standards to undercut them. "They should understand that from their own dispute resolution mechanisms."
Davis: Commission is using time pressure as a negotiating tactic
Davis: When the Joint Report said "full alignment" that did not relate to the whole of the UK. It related to the North-South strands
Davis: the Joint Report wasn't legally binding. It not a legal treaty yet. Says there was uproar when he said that back in December

Davis: some of the solutions we have in mind are only really doable by a Northen Ireland executive
Davis: a huge change in technology in the past 20 years. Following 9/11 there were new security issues, but it was old technology, but this is not the case today, electronic prenotification is very common
Davis: the EU starts on not talking about anything re future partnership, so we haven't been able to talk about testing the technology
Davis: it doesn't matter what it is, a camera, a poll, a building The existing border is done by intelligence etc, using including ANPR cameras back in Belfast
Davis: suggests you can have physical infrastructure, as long as it's not at the border
David Davis: I can't imagine circumstances in which Ireland wd put up a hard border. It's our task to avoid this
Davis: you can be perfectly friendly with people, but not be on the same side (when asked how he got on with the Taoiseach - whom he hasn't met - and Simon Coveney, whom he has.)
Davis: the two proposals, ie technology + the customs partnership, keeping the common external tariff around the UK and then rebating the EU, the Commission did push back on both
Davis: there's undoubtedly economic nervousness around the Irish border. That's one of the things we need to deal with: but there is a border there at the moment. It's not visible, but it does work
Davis: on Ireland we are very, very engaged on getting the energy issue right, that's one of the North South strands
Davis: if you're a small business you probably don't send the product youself, you'll use an intermediary. If you *do*, then you shd be capable of being an Authorised Economic Operator [ie, trusted trader]
Davis: in the event we get an FTA there will be no tariffs [ie between North and South]. It won't be a tariff issue, it will be a regulatory + rules of origin issue. That's a single market issue, not a customs union issue
Davis: there is already a border in Northen Ireland, on tax, on excise, VAT, a currency border, a judicial border.
Davis: we will make these arguments when it comes to the primary legislation [ie, despite all the ammendments over the customs union]
Davis: in the last 20 years exports to the UK have going 60pc 40pc to the EU to 40 - 60. Being outside the CU gives us our own commercial policy, to open up those export markets
Davis: you don't get control of your borders if you're in a customs union
Davis: we view leaving the EU as leaving the SM and CU. That's what the British people were told in the referendum by both sides of the arguement. Cameron, Osborne, Johnson, Gove all said that's what it means
Davis: if we had tried to go beyond December 2020 (for the transition) we'd have been in a new MFF, ie seven year budget. And the bill for that would have been quite big
Davis: while the economic partnership won't bite until January 1 2021 we want to get the security and defence partnership as soon as we can
Davis: We haven't yet concluded the legal text, so the money from the exit bill (could) be leveraged in the negotiations
Davis: Bavaria has an enormous trade with us, whether BMWs, Airbuses or agricultural products. It's part of my task to ensure that each country is aware of their own exposure to Brexit
Davis: there are countries, or even provinces, for whom Brexit is of existential importants. The Benelux countries for example. A hard brexit wd affect their economies by 3-4pc
Davis: Brexit is not the priority of the vast majority of the 27 as it is here
Davis: We are starting the negotiations on the future relationship right now. But the signature of the future framework treaty will happen after March because we won't be a third country till then. I hope to conclude the negotiations by then - then sign after
Davis: We'll have a tustle over financial services and services more generally. Professional qualifications will be an issue
Davis: Ireland looked like it was almost resolved in the latter part of last year
Davis: Nothing keeps me awake at night, I can tell you
Davis: we could well be looking at multiple dispute resolution mechanism
Davis: we're interested in being part of the EU aviation safety agency. The Swiss can certify an aircraft, judgements on safety etc, that's negotiated in a Swiss court - but we'll struggle to have something like that
Davis: We'll have to a choice of forum for dispute: if it's a data issue then it would be the ECJ (eg, someone in the EU saying they don't want the Brits to have their data)
UK Brexit Secretary Davis: dispute resolution mechanism post Brexit needs to impartial, can't be the ECJ or the Supreme Court. EU wants the ECJ to do it, we don't
UK Brexit Secretary Davis: we're aiming for October (for agreement on outstanding issues), it was not laid out in March that June was the deadline. The Commission likes to put time pressure on us. We can't guarantee June
UK Brexit Secretary Davis: the transition period is not for further negotiation, we have to have the future trade agreement nailed down before it starts. We need a substantive agreement in October in terms of the political declaration
UK Brexit Secretary Davis: Northen Ireland is clearly highly controversial. We stand by the words of the Joint Report in December but we don't agree with the Commission's interpretation of it. We're still working on that
